Ontstijg ongeduld en verontwaardiging

Blijf kiezen voor je waarden – die vallen niet samen met de belangen van andere spelers
 
van de hieronderstaande opiniebijdrage werd op donderdag 16 mei een door de redactie ingekorte versie gepubliceerd onder de titel "Syriërs moeten geen partij kiezen". Hieronder de volledige versie:

“Houdt moed en dispereert niet,” lijkt Iba Abdo op de Podium-pagina van 10 mei jl. de Syriërs toe te voegen die het vertrouwen verliezen in de meer dan twee jaar geleden begonnen opstand voor vrijheid en democratie. Net als hen ziet ook zij dat de strijd steeds gewelddadiger wordt, steeds sektarischer en ook steeds meer een speelbal in het machtsspel van omringende landen. Maar dat mag er volgens haar niet toe leiden dat je dan maar de zijde van Assad kiest.

Het punt is dat dat laatste ook helemaal niet hoeft. Lang niet iedereen die in toenemende mate twijfels heeft over de aard en doelstellingen van (dominante delen van) de oppositie in Syrië is daarmee als een aanhanger van Assad te bestempelen. Het is juist de logica van het georganiseerde geweld dat je alleen maar voor de ene of voor andere kant zou kunnen kiezen. Dat is de situatie waarin veel burgers in Syrië zelf gedwongen worden veelal tegen hun zin in voor één van beide partijen te kiezen. Juist als Syriërs en als andere betrokkenen die zich buiten Syrië bevinden hoeven we echter niet te kiezen voor één van beide parten en kunnen we trouw blijven aan onze keuze voor mensenrechten, vrede, democratie en tolerantie. Waarden die zich nu eenmaal slecht verdragen met een gewelddadige strijd om de macht.

Volgens Iba Abdo heeft inmiddels “een kruising plaatsgevonden tussen de belangen van de Syrische bevolking, die streeft naar vrijheid en waardigheid, en de belangen van regionale en internationale spelers die nu eenmaal een andere agenda hebben”. Het samenvallen van deze belangen geldt echter alleen de strijd om de macht. Bondgenoten als Qatar en Saoedi-Arabië hebben weinig op met vrijheid en democratie. Voor hen staan heel andere, geopolitieke belangen op het spel en daar leg je het altijd tegen af als veel zwakkere burgerbeweging die meent dat je juist deze regionale en internationale machten als instrument kunt gebruiken in jouw strijd. Zo dacht een deel van de Iraakse oppositie in 2003 ook dat de Amerikanen, hoewel gedreven door andere belangen, hen kwamen bevrijden en dat hun belangen samenvielen. Ze zijn bedrogen uitgekomen.

Volgens Ida Abdo heeft Assad de bewapening van de opstand uitgelokt. Maar je kunt ook zeggen dat de grote delen van deze opstandelingen zich tot deze bewapening hebben laten uitlokken. Ook de opstandelingen in Egypte en Tunesië werden met geweld geconfronteerd waarbij tientallen doden zijn gevallen, maar in hun geval bleef het overgrote deel van de opstand geweldloos. Niemand wilde dat de opstand gemilitariseerd zou worden, zo stelt zij even verderop, maar het is dus wel gebeurd en inmiddels benadrukken beide partijen de oorlogsmisdaden van de andere kant en de rechtvaardigheid van het eigen gewapende optreden. Daardoor gaat de strijd inmiddels om de militaire overwinning en niet meer om de vrijheid en waardigheid van de Syrische burgers die door alle partijen met voeten getreden worden.

De angst bij velen die aanvankelijk met de opstand sympathiseerden dat radicale islamisten uiteindelijk de toekomst van Syrië zullen bepalen, probeert Ida Abdo te bezweren met de geruststelling dat de westerse landen een dergelijke machtsgreep nooit en te nimmer zullen toelaten. Dat is echter niet de ervaring van de bevolking van Irak en Afghanistan en veel landen in het Midden-Oosten met een radicaal-islamistisch bestuur, zoals de meeste Golfstaten, zijn bondgenoten van het Westen. En juist dit bondgenootschap van Westerse en politiek-soennitische landen vecht in Syrië een machtsstrijd uit met dat van Assad en zijn niet-Westerse en niet-soennitische bondgenoten.

Hier ligt de kern van het probleem. Waar grote delen van de bevolking in Syrië door de daar woedende oorlog worden gedwongen om partij te kiezen hebben de landen in de regio en op in het internationale toneel in een vroegtijdig stadium geheel vrijwillig partij gekozen voor de Syrische regering of de Syrische oppositie. Door die keuze voor de een en tegen de ander is de buitenwereld, de regio en de internationale gemeenschap, niet in staat om aan een oplossing voor de machtsstrijd in Syrië te werken. Dat is ook het verwijt van VN-onderhandelaars Kofi Annan en Lakhdar Brahimi aan de gehele internationale gemeenschap en niet enkel aan Rusland of China.

De geopolitieke belangen van regionale en internationale spelers bieden geen oplossing voor de Syrische bevolking en hun streven naar vrijheid en democratie. We moeten elkaar dus ook niet oproepen om partij te kiezen voor het ene of het andere machtsblok. En al helemaal niet voor het leveren van wapens of militaire ondersteuning. De enige partij waarvoor wij moeten kiezen is die van mensenrechten, vrede, democratie en tolerantie en we moeten de spelers op het internationale, regionale en binnenlandse vlak oproepen om daar nu eens eindelijk prioriteit aan te geven.

    We, the undersigned (zie link voor een lijst van ondertekenaars), stand in solidarity with the millions of Syrians who have been struggling for dignity and freedom since March 2011. We call on people of the world to pressure the Syrian regime to end its oppression of and war on the Syrian people. We demand that Bashar al-Assad leave immediately without excuses so that Syria can begin a speedy recovery towards a democratic future.

    Since March 2011, Assad’s regime has steadily escalated its violence against the Syrian people, launching Scud missiles, using weapons banned by the Geneva Convention such as cluster bombs and incendiary munitions, and using aerial bombardment. The regime has detained and tortured tens of thousands of people and committed untold massacres. It has refused political settlements that do not include Assad in power, and it has polarized the society through strategic acts of violence and by sowing seeds of division. The regime has also, since the early days of the uprising, sought to internationalize the crisis in order to place it within geopolitical battles that would only strengthen the regime. Staying true to the logics of an authoritarian regime, Assad could never accept the legitimate demands of the Syrian people for freedom and dignity. Thus, there is no hope for a free, unified, and independent Syria so long as his regime remains in power.

    This is a revolt that was sparked by the children of Dera’a and the sit-ins and demonstrations of the youth in the cities, the peasants of the rural areas, and the dispossessed and marginalized of Syria. It is they who rallied non-violently through protests and songs and chants, before the regime’s brutal crackdown. Since then, the regime has pushed for the militarization of the Syrian nonviolent movement. As a result, young men took up arms, first out of self-defense. Lately, this has resulted in attempts by some groups fighting the regime to force a climate of polarization, and negation of the other politically, socially and culturally. These acts that are in themselves against the revolution for freedom and dignity.

    Yet, the revolution for freedom and dignity remains steadfast. It is for this reason that we, the undersigned, appeal to those of you in the global civil society, not to ineffective and manipulative governments, to defend the gains of the Syrian revolutionaries, and to spread our vision: freedom from authoritarianism and support of Syrians’ revolution as an integral part of the struggles for freedom and dignity in the region and around the world.

    The fight in Syria is an extension of the fight for freedom regionally and worldwide. It cannot be divorced from the struggles of the Bahrainis, Egyptians, Tunisians, Libyans, Yemenis, and other peoples who have revolted against oppression and authoritarianism as well as against those seeking to usurp or destroy the uprisings and divert them for their own agendas. It is connected to the Palestinians’ struggle for freedom, dignity and equality. The revolution in Syria is a fundamental part of the North African revolutions, yet, it is also an extension of the Zapatista revolt in Mexico, the landless movement in Brazil, the European and North American revolts against neoliberal exploitation, and an echo of Iranian, Russian, and Chinese movements for freedom. This is a revolution where women have also played a central role.

    The Syrian revolution has confronted a world upside down, one where states that were allegedly friends of the Arabs such as Russia, China, and Iran have stood in support of the slaughter of people, while states that never supported democracy or independence, especially the US and their Gulf allies, have intervened in support of the revolutionaries. They have done so with clear cynical self interest. In fact, their intervention tried to crush and subvert the uprising, while selling illusions and deceptive lies.

    Given that regional and world powers have left the Syrian people alone, we ask you to lend your support to those Syrians still fighting for justice, dignity, and freedom, and who have withstood the deafening sounds of the battle, as well as rejected the illusions sold by the enemies of freedom.

    As intellectuals, academics, activists, artists, concerned citizens, and social movements we stand in solidarity with the Syrian people to emphasize the revolutionary dimension of their struggle and to prevent the geopolitical battles and proxy wars taking place in their country. We ask you to lend your support to all Syrians from all backgrounds asking for a peaceful transition of power, one where all Syrians can have a voice and decide their own fate. We also reject all attempts of any group to monopolize power, and to impose its own agenda, or to impose unitary or homogenous identities on the Syrian people. We ask you to support those people and organizations on the ground that still uphold the ideals for a free and democratic Syria.
